Where "Give a man a fish" Comes From

You've heard "Give a man a fish...," which speaks to the virtues of self-sufficiency and hard work.

It's said to be a Chinese proverb, for example, from Lao Tzu or Conficius, but it's not. There is a Chinese variant of it, though.

Even the Oxford Dictionary mistakenly put it as mid-20th century. How about the 19th century, instead, and an English proverb at that?
